Continued: Update scripts for creating projects/models in the ramsis db and make user friendly

User Story: As a user of RAMSIS, I would like to have scripts to easily set up projects and models for new and existing databases. The config used should be in a generalized and flexible format so that it can be reused for other projects.

Acceptance criteria: two scripts to create projects and models based on config files should be created and should work with default options as well as defined as inputs to make it simple for user. There should be a description of how to use within the scripts. Multiple projects and models can be set up at the same time.
