Feature/grid rates

Updates based on the latest changes to the ramsis.datamodel which structures the rate results in a new way,to be more similar to catalogs.

This version is currently used with the ramsis-hazard module which uses the new results format.

As the interacting repos are working together at the moment, I would rather not to any more major changes -

Further changes:

• One thing is going back to non spatial db and storing only coordinates instead of polygons
• another is changing catalog coordinates to lat/lon/alt

I think the above changes are best in new branch, and I will then update the etas model wrapper at the same time.
