[BUGFIX] Allowing empty catalogs from models

sarsonl requested to merge feature/allow_empty_catalogs into main

Errors occured when adding seismic catalog prediction bins without events. The etas test now works fine with the ramsis-nsfm branch feature/output and 100 catalogs are added when 100 simulations are requested.
