Updating data requirements for altitude as this may not be required for 2D models

sarsonl requested to merge bugfix/4-ramsis-nsfm-inputs-not-required into main

update of requirement of min and max altitude. In the case of 2D models, it does not make sense that we make up a value to fill this gap, but rather that we do not require it.
