Endpoints for Hydraulics, Forecasts and Scenarios. As I need them urgently I took the liberty of adding them myself. Branch https://gitlab.seismo.ethz.ch/indu/ramsis-ws/-/tree/feature/5-hydraulics-requests is probably superfluous now and can be deleted?
